PROGRAMS & PROJECTS MANAGER
Salary range $75,000 - $90,000
 
Starting salary within this range will be determined based on relevant experience, education, valid work license/certification and job-related skills. This position is a full-time at-will opportunity, classified as salaried exempt.
 
DEFINITION
Eastern Sierra Community Housing, a nonprofit public benefit housing corporation, is accepting applications for a Program & Project Manager. We are looking for an experienced office professional to provide grant reporting, manage databases, process accounts payable/receivable and payroll, provide excellent customer service, and assist the Executive Director with the implementation of workforce housing programs and projects. Experience with construction and/or real estate transactions preferred. The ideal candidate will be committed to affordable housing and social justice issues.
 
SUPERVISION RECEIVED AND EXERCISED
This position works under general supervision and follows established policies, procedures, and guidelines.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties may include, but are not limited to:

  • Grant Management
    • Assist in the preparation of grant applications and ongoing grant administration
    • Support in the marketing and managing of grant programs including but not limited to mortgage and rent assistance programs, rehabilitation loan programs, etc.  
    • Receive and review applications for eligibility with program guidelines, and obtain additional information, when necessary, to complete files and database.
    • Complete home buyer entry into HomeKeeper Database
    • Prepare and submit periodic grant reports for the State Housing and Community Development Department and ensure agency compliance with requirements and procedures. 
  • Homeownership Program Management
    • Work one-on-one with homebuyer clients throughout the homeownership process
    • Obtain knowledge of diverse homeownership programs offered
    • Work under the direction of the Executive Director and broker to represent sellers and buyers throughout the transaction process
    • Deliver listing agreements, residential purchase agreements, required disclosures, etc.
    • Show properties to interested parties
    • Process applications and perform income qualifications to determine client eligibility for different programs
    • Develop and disperse program and/or unit fliers and other advertising materials
  • Asset Management
    • Participate in Regulatory Agreement monitoring and compliance
    • Coordinate rehabilitation for Bridge Program and other units as necessary
    • Manage project operating budgets
    • Coordinate with property management, tenants, and others as needed to ensure long-term stewardship of housing projects 
  • Construction Project Support
    • Attend regular project meetings and provide project management support
    • Keep thorough checklists with grant and lender requirements
    • Assist with project progress
    • Coordinate with Project Management team, staff from local jurisdictions, architects, general contractors, and others as appropriate
    • Participate in community outreach, provide public presentations, etc. to support project success 
  • Other Administration
    • Independently respond to letters, emails, general correspondence, and phone inquiries of a routine nature
    • Research, analyze, and interpret social, economic, population, and land use data trends; prepare written reports
    • Attend the Board of Directors meetings, provide presentations, and perform related support as appropriate
    • Establish and maintain record keeping and filing systems
    • Assist in the receipt and payment processing of accounts payable with external processor
    • Assist with payroll processing and coordination with external payroll providers, including data entry, reporting, and issue resolution, under the direction of the Executive Director
    • Assist with website updates and maintenance
    • Assist with fundraising efforts as needed 
QUALIFICATIONS
Required to: 
  • Must possess a valid California Real Estate License, or be willing to obtain one within the first 12 months of employment. Company sponsorship is available for eligible employees.
  • Must have a Homeownership Counseling Certificate, or be willing to obtain it within the first 24 months of employment, dependent on training availability. The company will provide sponsorship and support for certification.
  • Must hold a valid driver’s license and be able to drive company vehicle as required for the role.
 
Knowledge of:
  • Modern office practices, procedures, methods, and equipment
  • Principles of work planning, organization, and scheduling
  • Basic knowledge of accounting and bookkeeping principles and procedures and their application to payroll and basic accounting transactions
  • Intermediary knowledge of Microsoft Office Suite
  • Principles and practices of community planning desired
  • Spanish language proficiency preferred

  • Communicate clearly and concisely, both orally and in writing
  • Provide premier customer service to a broad range of clientele including those experiencing homelessness and/or housing insecurity as well as government partners
  • Work cooperatively with other agencies; facilitate cooperation in pressured or confrontational situations
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Ability to work independently while being a team player
  • Use judgment to make sound decisions
  • Use discretion and maintain confidentiality in given assignments
  • Gather, prepare, and maintain accurate and complete records and reports
 
Experience and Training:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
 
Experience:
  • Two years of work experience in the areas of grant writing, reporting, community planning, database management, accounting and budgeting/finance, construction management and/or real estate transactions or comparable field.
 
Education/Training:
  • BA/BS in related field and/or equivalent work experience (4 years of experience).
 
TOOLS AND EQUIPMENT USED
Computer, including word processing and spreadsheet software, telephone, calculator, copy, fax, and mail machines. Safety equipment such as hard hats may be required for site visits and will be provided.

Specific vision ability required by this job includes close vision, color vision, peripheral vision, depth perception and ability to adjust focus with or without ocular aids. Work is performed mostly in office settings. Hand-eye coordination is necessary to operate computers and various pieces of office equipment.

The noise level in the work environment is moderate. There are often clients coming into the physical space to ask for resources, other staff may be using the phone, etc. The employee should have the ability to tolerate normal conversation levels while working.
